The voice of the child is a key conference for everyone working with young people.

The Children in Care Bill promised a radical shake-up of services for young people, but will it deliver? Already the bolder initiatives have been watered down or lost as the Bill becomes the Children and Young Persons Act 2008. There remains, though, the possibility that young people will have a much greater say in their own affairs if local authorities adapt their systems and processes.

This conference brings together leading authorities who are piloting the new ideas in the Bill. They will explain the advantages of these projects, the difficulties they have had in setting them up and their suggestions for effective implementation.

A simple 30 minute presentation by Barry Raynes will outline the Act and its key components. Carolyne Willow of Children's Rights Alliance for England will examine and critique the Act in terms of its potential to enhance the voice of the child. Jasvinder Sanghera of Karma Nirvana will address the issue of diversity and the fact that The Act makes no specific reference to this. She will talk about her work protecting young men and women from forced marriage and honour-based crimes.

The Bristol-based Myrtle Theatre Company will run a lively presentation on the benefits of using creative arts as a means of participation, as well as running workshops.

A range of workshops will be presented by local authorities leading on the Act's pilot service models including:

  • Child protection advocacy (South Gloucestershire)
  • Multi-dimensional treatments for foster carers (Solihull)
  • Social work practices (Department for Children, Schools and Families)
  • Right2bcared4 (Merton)
  • Independent visitors
  • Children in care councils
  • Virtual headteachers

This conference will bring together for the first time the authorities who are leading on these pilots to consider how to enhance our ability to listen to children and young people. It is relevant to practitioners, managers and policy makers from all agencies who work with children.
